HMRC's Risk and Intelligence Service (RIS) collects, integrates and analyses one of the largest and most diverse range of data and intelligence in the world. This enables HMRC to understand and manage risks associated with non-compliance with the UK tax system.

RIS Preventive Risking (PR) delivers cutting-edge analytics and near real time risking of repayments and transactions. PR identifies criminal and fraudulent activity, suspending VAT and ITSA Repayments. RIS PR has teamed up with Making Tax Digital for ITSA Business to develop a project, Transactional Risking.

Transactional Risking is a transformational project which will allow HMRC to engage with its mandated Making Tax Digital for ITSA Business customers in real time, providing in-session risk-based feedback. HMRC, for the first time, will be able to provide education and identify potential areas of concern to us and the customer early in their journey, encouraging them to get their tax affairs right the first time whilst simultaneously closing the tax gap.

Job description

We expect Senior Data Analysts (SDAs) to have a genuine passion for analytics, an innovative mind-set, the ability to lead, communicate effectively and the ability to question current methods of delivery to improve processes, and to offer a different perspective.

You will:

  • Have confident presentational skills and ability to communicate clearly and effectively (both verbally and in writing), translating complex analytics for a non-technical audience.
  • Have experience of working with challenging, non-analytical stakeholders, often across multiple lines of business.
  • Have a proven ability to be flexible, manage conflicting demands and deliver to tight deadlines.
  • Be comfortable learning to use new tools, applying this knowledge to manipulate large and diverse datasets, which can include taxpayer, government, public and commercially available data.
  • Initiate and undertake complex and accurate analysis.
  • Have demonstrable evidence of using technology to increase efficiency.
  • Have an ability to clearly explain reasons for change to colleagues and how to implement changes whilst supporting individuals with different needs to adapt to change.
  • Have evidence of developing, implementing, maintaining and reviewing systems and services to ensure delivery of professional excellence.
  • Have an ability to identify risks resolving issues effectively establishing ways to find and respond to feedback from customers about services provided.
  • Have evidence of involving a diverse range of colleagues, stakeholders and delivery partners in developing suggestions for improvements.


Senior Data Analysts (SDAs) demonstrate high levels of experience and ability when using a range of cutting-edge analytical tools and software to manipulate complex datasets to develop insight and risk. SDAs lead on our technical standards of analysis and are responsible for the quality of our analytical products, ensuring standards are upheld and improved.

SDAs provide leadership for our data analysts by working with them on complex projects and finding new and innovative ways of working. SDAs build up the capability of HMRC's analytical community be developing effective approaches to complex analytical problems.

As an SDA you will:

  • Employ advanced analytical skills to design and deliver products that identify individuals, businesses and customer behaviours of greatest risk to the UK economy.
  • Use new tools and techniques to develop your expertise for manipulating large datasets, including a range of taxpayer, government, public and commercially available information.
  • Provide leadership on complex projects, developing effective ways of working.
  • Initiate and undertake complex and accurate analysis.
  • Train and mentor our data analysts, building their confidence and capability when:
    • The analysis requires deeper technical understanding.
    • New datasets are developed and introduced, improving our analytical capability.
    • Engaging with new customers.
    • Supporting changes to the systems and tools we use.
    • Undertaking larger programmes of analytical work, or projects with a wider business or reputational impact.


Essential Criteria:

Applicants must be able to demonstrate a high level of technical ability and effective use of analytical software such as SAS Enterprise Guide and have some experience of coding languages including; SAS, SQL, R or similar.

The interview panel will include a technical expert and they will ask questions to explore your use of such tools and verify your ability.

Applicants must have substantial relevant experience working in an analytics / statistics related field. This can be in a work or research environment of delivering complex analytical projects where the skills you have developed can be transferred to the Senior Data Analyst role.

Responsibilities

As an SDA your responsibilities can include:

  • Leading small teams of data analysts to deliver complex analytical products, developing effective ways of working. However, there are no line management responsibilities.
  • Employ advanced analytical skills to design and deliver new and/or improved services and offerings
  • Identifying and sharing best practice.
  • Building capability within our analytical community, developing effective and efficient working processes which encourages our people to flourish-including both experienced analysts and trainees.
  • Ensuring products meet our quality standards.
  • Use new tools and techniques to develop your expertise for manipulating large datasets, assuring and optimising analytics and statistical modelling: including a range of taxpayer, government, public and commercially available information.
  • Understanding and mapping existing processes, including pain points and opportunities.
  • Engagement with stakeholders, to identify and design solutions to deliver improved outcomes and transformation for compliance activities.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
