Responsibilities

Government Client Mission Program Summary:

The Countering Weapons of Mass Destruction (CWMD) Office is a support component within the Department of Homeland Security (DHS). Formally established by the CWMD Act of 2018, the CWMD Office was created by consolidating the Domestic Nuclear Detection Office (DNDO), most of the Office of Health Affairs (OHA), as well as other DHS elements. The establishment of the CWMD elevates and streamlines the Department's efforts against the WMD threat. CWMD's mission is to lead DHS efforts and coordinate with domestic and international partners to safeguard the United States against chemical, biological, radiological, and nuclear (CBRN) and health security threats. Primary responsibilities of CWMD are to:

  • Provide support to DHS and state, local, tribal and territorial government -frontline personnel who protect the nation from Weapons of Mass Destruction (WMD) terrorism;
  • Close capability gaps along adversary pathways; and
  • Invest in and develop innovative technologies to meet partner requirements and improve operations.

All activities are aligned to prevent, protect against, and prepare for to the full spectrum of WMD threats to the Homeland.

Role Description:

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of DHS CWMD.

This role is intended to provide analyses and assessments supporting development, integration, implementation and/or fielding of required new capabilities as well as monitoring and maintaining the adequacy and operation of existing DHS capabilities. Analytical support efforts are intended to be focused on developing and delivering analysis reports, objective assessments, risk assessments, capability gap analysis, documents, and recommended plans to address the mission needs, capabilities, and requirements of operational end users and CWMD.

Analysis shall support the entire CWMD Enterprise with anticipated quick turnaround deliverables. These final reports deliver authoritative analysis, assessments, and recommendations to inform development of standardized, defensible, and repeatable processes that support enhanced decision making at CWMD.

The scope of this requirement includes support to the CWMD Analysis & Reporting Division to include duties such as:

  • Capture, interpret, and present current and outyear risk data
  • Prioritize risk analysis data to plan the budget
  • Provide data to aid the DHS Evidence Act requirements, including Building Plan/Learning Agenda, Annual Evaluation Plan, annual Performance Plan, and Capacity Assessment that all tie to the Strategic Plan
  • Assist to refine the business process for CWMD
  • Engage stakeholders to promote utility, transparency, and accountability
  • Assist CWMD personnel to develop a multi-year prospectus with living documents that are adjusted as needed.
  • Provide preparation and analysis of budget and financial data and preparation of pertinent briefing materials, analysis and entry of financial data into automated systems, preparation of business resources and financial reports, business and programmatic support, and documentation of financial processes/ systems.
  • Provide verification and assessment of budget and financial data, evaluation of compliance with applicable policies and procedures, support for independent business and financial analysis and reviews and operational auditing support.
  • Develop and maintain financial spreadsheets and databases, including budgets and spend plans
  • Consult client on adjustments to the overall budget in response to budget cuts and shortfalls, opportunities for unplanned funds, and mitigation strategies for schedule changes affecting finances.
  • Provide professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government.
  • Advise, develop, and review procurement request (PR), contract, and other acquisition packages, including Acquisition Plans (APs), Acquisition Strategies (AS), Independent Government Cost Estimates (IGCEs), Justification and Approvals (J&As), Determination and Finding (D&F), etc., ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
  • Provide professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government.
Qualifications

REQUIRED SKILLS AND KNOWLEDGE:

  • BS/BA degree with 5 years of specialized experience or MS/MA with 3 years of specialized experience
  • Experience in a federal program management or contracting environment.
  • Excellent communication, written, and organizational skills.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/Adaptability to work in a fast-paced environment
  • Proficient in Microsoft Office Programs (MS-Excel, Word, PowerPoint, Project).
  • Secret Clearance
  • Ability to gain DHS suitability

DESIRED QUALIFICATIONS:

  • Expert in the creation of documentation in support of Federal data analysis.
  • Expert in data collection and analysis intended to assess Federal program, policy, regulation, or organization effectiveness and efficiency.
  • Experience assessing coverage, quality, methods, effectiveness, and independence of the statistics, evaluation, research, and analysis conducted by the Federal Government.
  • Experience with creating, managing, and supporting processes that comply with risk assessments, analysis and reporting.
  • TS/SCI preferred
