The Maritime Systems Division (MSD) of Leidos develops, integrates, and deploys advanced technology solutions that address existing and emerging maritime missions for a range of customers across the Department of Defense (DoD). Primary Responsibilities

As a SCRM Leader, you are responsible for defining, maintaining, continuously improving, and representing our overall competency and commitment to the integrity of supply chain activities performed across the entire lifecycle of the advanced technology solutions we develop, deliver and support. You are both a strategic leader and a hands-on individual contributor to the role of mitigating conditions that reduce the impact of providing critical manufacturing capacity, availability, and integrity to our customers.

Your primary responsibilities for this important role include:

• Defense Acquisition Framework Compliance - throughout the planning, execution, and reporting activities you perform as the SCRM Leader, you will communicate directly with customers, program offices, managers, partners, suppliers, and subcontractors. As such, you are responsible for performing your work activity within established policy and prescribed procedures for managing DoD acquisition programs. You talk the talk and walk the walk.
• SCRM Program - you plan, execute and report in accordance with a structured SCRM strategy relative to the products we provide as the prime contractor. This activity includes oversight, communication and collaboration with our suppliers and subcontractors. This information is used by Government customers to maintain oversight of our holistic approach to identify, manage and monitor the risks associated with unintended, adverse events and failure points within the supply chain, addressing both processes and products.
• Parts Management Planning (PMP) Program - you plan, execute and report in accordance with a structured PMP strategy that seeks to reduce the number of unique, specialized, and defined problem parts used in a system to enhance standardization, reliability, maintainability, and supportability. PMP responsibility includes assuring compliance to requirements internally as well as externally with suppliers and subcontractors.
• Diminishing Manufacturing Source and Material Shortages (DMSMS) Program - you plan, execute and report in accordance with a structured DMSMS strategy for managing the risk of obsolescence for electronic, electrical, and mechanical parts. This responsibility includes identifying various tools that may be useful for analyzing and tracking the effectiveness of the DMSMS program. DMSMS responsibility includes assuring compliance to requirements internally as well as externally with suppliers and subcontractors.
• Counterfeit Prevention Policy (CPP) Program - you plan, execute and report in accordance with a structured CPP strategy to prevent the introduction of counterfeit materiel at any level of the DoD supply chain. This responsibility includes assuring procurement process prevention, controlling parts identified as counterfeit, and reporting counterfeit parts to users and Government investigative authorities to defend the DoD against counterfeit material that poses a threat to personnel safety and mission assurance. CPP responsibility includes assuring compliance to requirements internally as well as externally with suppliers and subcontractors.
• Program Support and Collaboration - you support a range of programs at different stages along the program life cycle and are responsible for creating and/or managing the creation of data item deliverables, as well as executing, monitoring, controlling, and reporting progress of the work described therein. This responsibility includes personal accountability as well as demanding accountability from various internal and external contributors.
• Process Development, Knowledge Capture, and Continuous Improvement - you are responsible for generating standard work processes and standard work products as your response to the program demand for SCRM, PMP, DMSMS and CPP work activities and work products. You are responsible for establishing effective processes while capturing and maximizing reuse of knowledge, as well as continuously improving our capability to respond.

Basic Qualifications

• For Defense Acquisition Framework Compliance above, you are knowledgeable and practiced in the basic lifecycle framework of DoD Instruction 5000.02 - Operation of the Adaptive Acquisition Framework.
• For the SCRM Program above, you are a subject matter expert of DoD Instruction (DoDI) 5200.44, Protection of Mission Critical Functions to Achieve Trusted Systems and Networks (TSN), and DoDI 4140.01, DoD Supply Chain Materiel Management Policy.
• For the PMP Program above, you are a subject matter expert of MIL-STD-3018, DoD Standard Practice: Parts Management, and SD-19, Defense Standardization Program: Parts Management Guide.
• For the DMSMS Program above, you are a subject matter expert of SD-22, Diminishing Manufacturing Sources and Material Shortages, A Guidebook of Best Practices and Tools for Implementing a DMSMS Management Program, and SAE STD0016 Standard for Preparing a DFMSMS Management Plan.
• For the CPP Program above, you are a subject matter expert of SAE AS5553, Counterfeit Electronic Parts; Avoidance, Detection, Mitigation, and Disposition, and DoDI 4140.67 DoD Counterfeit Prevention Policy
• For Program Support and Collaboration above, you are responsible for providing work products specified in Contract Data Requirements Lists (CDRLs) that typically include specific Data Item Descriptions (DIDs). As such, you possess excellent writing skills and have the management/leadership skills to ensure the creation of quality written work products from other stakeholders.
• A bachelor's degree in a technical field and 4-8 years of relevant experience or master's with 2-6 years of relevant experience.
• A solid background in the development, production, delivery, and ongoing support of sophisticated electro-mechanical products that serve DoD customer requirements.
• A SECRET security clearance, or an uncompromised ability to rapidly attain one.

Preferred Qualifications

• Direct hands-on engineering design experience including the selection of electro-mechanical parts
• A background that includes contributing to bid and proposal endeavors
• Knowledge and experience with ISO 9001:2015 Quality Management Standards
• Experience in world-class lean manufacturing
